For people who are not regulars of the web or being online, they don't know that there are many ways from which you can derive some income on the web. The other side of the coin is, however, that not being web-savvy, they have no idea when a make $$$ on the web deal is a scam or not. What they need is some trusted guidance. This could come from web-savvy people who give their time to help individuals find ways to make their internet access pay for itself. Although I haven't conducted a search or study of this sort, I'll bet there are a number of places where inexperienced people can go for ideas to pay off their monthly online expenses.
